Robert M. Russell, J.D., CPA, LL.M. has a one-of-a-kind perspective on the international tax arena from his experience is international tax planning, controversy, compliance and policy. This unique insight has positioned him to provide great value in assisting ZMFF&J’s clients to reach their goals in their cross-border transactions.

As a young attorney, Robert gained experience in international tax enforcement while employed with the IRS’ Large Business & International (LB&I) Division, where he applied international tax law to taxpayers. Robert then moved into public accounting where he advised clients in cross-border planning activities including mergers & acquisitions, foreign tax credit planning, transfer pricing issues and tax return reporting positions. He later accepted a role with the U.S. Department of Treasury’s Office of Tax Policy, Office of the International Tax Council, where he worked on international tax policy through regulatory guidance projects and treaty negotiations. His work in policy continued when he became visiting counsel to the U.S. Congress’ Joint Committee on Taxation, a non-partisan advisory commission that enlisted his expertise on international taxation for congressional tax reform proposals.

Today, Robert advises ZMFF&J's clients as an attorney through their Washington D.C. alliant National office on all aspects of international tax planning and controversy matters. He has been instrumental in securing ZMFF&J’s position as the premier representative for taxpayers facing cross-border tax issues.
